George E.C. Wiggins was born in Little Rock, Arkansas, a nephew of Mrs. George E. Cunningham the first secretary and second president of the Fine Arts Club.(precursor to the Arkansas Arts Center). He studied at the Pennsylvania Academy of Fine Arts as well as Europe.
